Definitely not. There's so much more tutorials for Photoshop, and a lot more people make brushes and such for it.
Gimp is free though, so it's nice. It's a good second place, and it's probably about equal if you're a professional with the program.

Can you give me a link? Can't really find any that's trustworthy. Everything I've tried so far has about twenty other installers and downloads and surveys.
