During his reign of a Hokage, no Uchihas attempted to cause a revolt or challenge him and it might be because he was indeed loved by the Uchihas. Here are the reasons why:
-He gave them a job to be the military police of Konoha. This gave them a stable source of income and they were able to provide for their families.
-He also gave them private shelter in the outskirt of the city for free, without charging them for the land.
-He was loved by Kagami Uchiha, who along with his son Shisui, became one of the few sane Uchihas. His teachings sets the sinister clan member back into the right path.
-He killed Izuna before he creates more sin and lead a miserable life of hatred and sufferings like Madara. Izuna is probably smiling in heaven right now and grateful to Tobirama.
-Compared to other Hokages after Izuna, Tobirama is the only one without any angry Uchiha coming after his head. Hashirama was always challenged by Madara. Hiruzen angered the entire Uchiha clan and attempted a coup de tat. Minato angered his pupil Obito for being so late to save the day, and nearly became the reason for Konoha's annihilation.
- Tobirama's reign as a Hokage was the golden and most peaceful days in Konoha, and it is all thanks to the love and respect that he has given the Uchiha clans and the clan gave to him. Everybody surely became happy!
