Bazz wins mid/high diff.

Rukia is immobile while using her bankai, from what we've seen so far.

Bazz B survived Yama's shikai flames by countering them with his own, so it's safe to assume his flame abilities are about that level.

Rukia's bankai is powerful, but we need to see exactly how it works.

Bazz B =/= Yama-jii!, it was only because he too can control flames that he managed to divert some of Yamamotos flames and thus barely escape death with AsNodt and Nanana, they were out for a long while despite all this and this was just one attack! Another one like that and he would've joined 'the overkill' long story short Yama-jii only needs 2 flame moves tops to end Bazz B.
OT: I suppose it's 50-50, it comes down to the question 'can Rukia drop the temperature faster than Bazz can raise it?' moving speed Rukia seems faster but Bazz seems physically stronger so...

Bazz B not in vollstanding cld actually handle Rukia Bankai IMO, Vollstanding=a Rukia puddle in shikai and a Rukia pond in Bankai.

Visored captains need to ho Bankai plus mask for quincy Top Brass and if Grimm is really back then he needs a Segunda Etapa for these guys. Just so u know I hate how As was taken out and ImStill fuming over Big Bro's Bankai being downplayed by Kubo that much.

We really don't know how Rukia's bankai works. All we've seen so far is a massive flash Freeze...Unless that's all there is to it. Upon release, everything freezes...

In which case, it all comes down to who has more spiritual pressure.
