RSM = Rinnegan. Both represent halves of Rikudo Sennin. RSM has the power to destroy ninjutsu, while Rinnegan has the power to create ninjutsu.

Though they come from the same place that doesn't mean they're inherently equal. If it was sumn like Sasuke got the rikudous left arm and Naruto got his right arm, THEN that could be considered equal.

But eyes and a body couldn't be more different and as a result one can be considered more powerful than the other.

The body overall represents power, vitality and strength

While the eyes represents wisdom, foresight, versatility, and efficiency

Sasuke with the Tailed Beasts was stronger than Naruto. Had he not decided to clash with Indra's Arrow he would have killed Naruto as he was previously on track to doing. They're final attacks may have been equivalent, but not their avatars.
