Actually, Sasuke got hit due to not possessing any knowledge on her techniques and it was shown that RSM Naruto couldn't even react before Kaguya literally pulled most of his body through the portal. RSM Naruto then managed to react to her attacks (barely) after understanding the extent of her abilities.

The next point with Naruto managing to tag Kaguya is because of his Shunshin speed, not his reflexes.

No, she was severely fatigued before the power-up you're mentioning.

So basically, RSM Naruto blitzed a fatigued Kaguya.

As I said before, if she can't track him, then she can't avoid his strike. Strike speed matters, but not as much as you think it does.
