I've heard the misconception that RSM Naruto is more reflexive than Rinnegan Sasuke due to various reasons, some that fail to take into account specific circumstances. The most popular reasoning people use is that, "RSM Naruto reacted to Kaguya's Yomotsu Hirasaka while Sasuke didn't," without taking into account the circumstances that RSM Naruto had that enabled him to do so. I've also heard reasoning such as Naruto's Shunshin blitzing Kaguya whereas Sasuke's Ameno failed, but I'm here to disprove all of this.
1. Sasuke and Naruto have displayed similar reactions on numerous occasions. Both Naruto and Sasuke obtained the same amount of power from Rikudou, so if Naruto and Sasuke displayed equivalent reactions Pre-Rikudou Power Up that they're just as reflexive Post-Rikudou Power-Up. We witnessed this here:
Both Naruto and Sasuke tracking Juubito simultaneously, suggesting they're both equals at this moment and were seen striking Juubito simultaneously with their Chakra Constructs, cementing how Naruto and Sasuke's mental reactions were equal. Some would claim that Sasuke's feat was done with Kurama's Chakra, but this makes sense since Kurama's Chakra is used to enhance Ocular abilities by pouring in extra chakra into those techniques, but Precognition isn't an ocular ability and does not consume chakra just to use it as it's a passive ability of the Sharingan, therefore, Sasuke's feat was done on his lonesome.
2. Naruto and Sasuke's Physical Reactions were on par with each-other after Rikudou's Power-Up:
Both moving and reacting at the same speed simultaneously.
After Ameno, both lunge their arm forward simultaneously and are seen with both of their arms reaching the same location at the same exact time.
That's also seen here:
With this in mind, because they've been shown that they can react at the same time after warping with Ameno and display strike speed and body speed equivalent to each other, then not only are their mental reactions equal, but also their physical reactions as well.
As for addressing misconceptions:
1. RSM Naruto reacting to Yomotsu Hirasaka whereas Sasuke didn't isn't a feat that indicates Naruto's superiority. People fail to take into account the circumstances that enabled Naruto to do so such as having experience dealing with the technique and thus, managed to dodge it.
Both Naruto and Sasuke couldn't react to it the first time it was used:
With both recognizing that Kaguya was behind them at the same exact time, but both could not physically react in time, cementing that their mental reactions are equal as well. Naruto also could not react to it here:
Naruto only realized that Sasuke was being pulled in when the majority of his body was transferred to another dimension. This emphasizes the idea that Naruto and Sasuke could not react to it. Now this begs the question: Why could Naruto react to it later? This is simply because that Naruto obtained knowledge on the technique and thus, could pre-empt it such as witnessing Kaguya's portal pop up as shown here:
And react to it before Kaguya creates another portal to grab Naruto. It's because Naruto had knowledge on the technique that he could react in advance. If Naruto was targeted first, then he would've been unable to react as I have already proven and through Sasuke's tactical prowess (emphasized throughout the manga), Sasuke himself would've also been able to react to the technique if he was in Naruto's position. Black Zetsu also stated, "Nice reflexes," commending Naruto for his reactions simply because they didn't expect him to evade it.
2. Misconception that Naruto has higher reflexes due to Shunshin. Shunshin is just enhanced movement through chakra. It has no bearing on reactions as moving fast does not determine how efficient one's reactions are. For example, KCM Naruto and Raikage were roughly on par in terms of Shunshin with KCM Naruto being slightly superior, but KCM Naruto was outclassed reflexively and both had enhancements for their perception (Raikage's synapses increases through RCM and KCM Naruto has Danger Sensing, albiet, not as good as Sage Mode). This indicates that Shunshin speed isn't an indicator of reflexes.
Additionally, just because Rikudou Sasuke's Ameno missed doesn't indicate inferiority. Both Kaguya and Sasuke were impeded by Kaguya's gravity dimension. Furthermore, Kaguya's gravity impedes physical movement, but not mental reactions . Because Sasuke's movement was impeded, this gave Kaguya more time to react and effectively come up with a way to evade it. Kaguya did not have this advantage against RSM Naruto because Naruto's movement wasn't initially impeded by gravity, so thus, Kaguya had less time to react because of it.
That's all for now. Hopefully I clarified why RSM Naruto isn't faster than Rikudou Sasuke (outside of Shunshin).
