Gudodama is the result of utilizing all bijuu chakra, flight is debatable. Your argument is invaild the moment the databook stated/showed Naruto kicked the gudodama. This is a RSM feat, thats why its listed on the RSM entry along with reviving guy.

Madara had flight without tsb
Naruto showed rsm without a cloak or tsb when he saved gai
And there is no way anybody on this site can argue naruto wasn't in rsm when he saved gai

No there isn't one RSM, there's 3.. The base mode RSM, the BM RSM and the final RSM with TSB. The final form requires chakra of all 9 bijuu because TSB are a JuubiJin ability and the JuubiJin is the power of the Juubi (9bijuu).

Obito having them temporarily after absorbing small amount of Six Path Senjutsu from Madara and Madara was JJ(Without TSB he still can fly). And if you said Chakra Rod/Black Rod(Madara produced)is TSB, its not.

But still Obito(after losing his JJ power) never obtained full Rikudou Senjutsu unlike Naruto. Thats why he couldnt fly. But Naruto power as of right now is RSM permanently.
