This is not fully explained in the RP section from what I have read, and I can create a new character on the 22nd of April. I want to know if there is a set limit of Tobirama Senju bios, and weather or not I need to take a test for him.

There is no set limit, you can make one, I think. Though he might be on hold if he shows some Teleporting techs

There's no limit on the cannon characters and Tobirama is not on hold,or banned,so you are free to make a Tobirama bio.
Since on the last chapters we've seen him use a variation or something like FTG (there's a restriction there) and he is a sensor,check out how those abilities must be used/submitted on a bio
