I used the search bar for these, but I couldn't find anything about this.

1. Can one character ( Naruto, Ichigo etc. ) be used by multiple people as a bio or do they belong to the first person who makes them as a bio? Because I saw someone asking permission to create a certain character and then I saw someone comment on how lots of people make a certain character.

2. Are bio's used in RP and Battle, or just Battle?

I think some characters can only be used so many times, not sure though.

Characters may be used more than once, granted that you have permission from the first maker of that biography.

For example, Light.. had made a Roy Mustang biography before me, so I asked him for permission and once he granted it, I was allowed to make the bio.

This doesn't apply to cannon biographies and so, there can be 500 Sasukes running around, it wouldn't matter.
But, you can't make a Naruto since he is a Jinchuuriki, and the bio rules on them aren't out yet.

If someone creates a bio not from naruto for example Ichigo, you will need permission from the orginal creator of the bio to create an ichigo bio. If your character is someone from naruto, anyone can create him.

1) We make a difference between canon and custom characters. Canon characters can be made an infinite amount of times as long as the requirements are met. The only exception are the Jinchi bio's and the Kisame bio. Only one person at a time can hold one of them.
For customs bio's based on characters that already have been used you need to get the permission of the current original owner to use the character (dropped bio's don't count).

2) Bio's are an absolute must for the most important aspects of our RP system, namely training and battling and most of the other aspects don't necessarily require a bio, but it's highly advised you do have one. You have more chance of getting into a village when you have a bio then when you have not. The only section I can think right now that doesn't need a bio to participate is just strolling through Konoha Town.
