Is it possible for you to use a part of a technique?

Example:

(Suiton: Suiryū Kōbaku ) - Water Release: Water Dragon Biting Explosion
Rank: A
Type: Offensive
Range: Short - Long
Chakra cost: 30
Damage points: 60
Description: The user creates a large pool of water that gushes upwards lifting the opponent into the air, after firing the enemy into the air, the user shoots numerous water bullets at them from the pool of water and then finishes by forming the water bullets into a water dragon which attacks the target, sending them crashing into the ground.

Is it possible that I can use the technique, but stop at a certain point?

Basically, what I wanted to achieve in the above is just to launch my target in to the air...or do I have to follow through with the rest of the technique?

The one above is just an example.

Depends on the description of the technique. In some cases, broad and more generic descriptions allow you to use the technique in a "partial" way or without actually letting it be completed thus gaining only part of its effects.
