RP Question/Suggestion: Chakra Senseing Rain

Description: A down pour of rain will fall and any thing with chakra that it touches the user can sense there location and instantly know there.

Well, I've seen this jutsu in play a couple of times, and recently I fought against a Chakra Senseing Rain's User. The problem is that I never fully undertood the said jutsu. My questions are the following:

1. How does it work? The user sends chakra to sky and it turns into rain?
   
   
2. Does it require previously formed clouds?
   
   
3. Assuming it is indeed chakra that falls in form of rain, doesn't the user needs chakra senseing type of chakra in order to retrieve the information acquired by the rain?
   
   
4. If rain jutsus are in a completly different section and are somewhat considered KG, shouldn't this jutsu be restricted to Rain users?
   
   
5. The downpour of rain last forever? Shouldn't it be restricted?
   
   
6. If the user is sending chakra to the sky and making it fall in order to sense other chakras, can the user preform other jutsus at the same time? I see people do it, but is that logical?

Its just a jutsu given to all users who train to have a chance of sensing where ninjas are coming from, you dont have to have previous clouds as its not stated in the jutsu and yeh it just continues....

Rain tiger at will technique;
A perception ninjutsu, allowing one to freely manipulate rain infused with the user's own chakra. The rain falls from rain clouds, formed with Pain's own chakra. During this technique, the falling raindrops are closely linked to Pain's senses. When the rain is obstructed by a chakra belonging to someone not of the village, the existence of the intruder can be detected. The rain will keep on falling until Pain uses the seal to cancel it. Pain makes it rain every Sunday in Amegakure, or whenever he has to leave the village.
-Yes Pains chakra is unique. It has sensing and interfering abilities as seen countless times.
-Yes its a rain technique. The only original rain technique i've seen by the way.
-Yes you're right in so many ways. I suggest we remove it from water release list.

I've always had a problem with this jutsu being in the water release list since it is technically rain release. The chakra is specific to pein and anyone from the rain village that can have the chakra to continue to make it pour.

To me the changes should be:

- Change this to the rain list.
- It should last 3 to 5 turns.

That is what I say should be done about it. Since it seems as though the rain is there forever unless someone actually uses a turn to blow it away with wind. =/ Which happens occasionally, but still there should be a time limit.

When I learned how to use rain, the first thing said to me when making the materials to use this type of jutsu is "Now make it rain, yes you can use chakra sensing rain". =/
