is it possible to arrange a battle for two other people, not participate, and/or be some sort of judge? and if it is, would you need a character to do so?
Also is it possible to non battle RP without a character?

Yeah, you are able to do that, if you find people ready to fight. However, you will need to have knowledge of the rp to be a good judge, therefore it is better if you roleplay yourself.
And you can roleplay without biography, however you will not be able to participate in fights. You will be the guy that 'walks into the tavern' and such ^^
