I actually have a few questions.
1. I am a Chunnin, but can I create a character who knows above C rank justu
2. If not can they learn above B rank jutsu if i am a Chunnin
3. How exactly does training work and how do you master a element or train in it?

you can create any unrestricted character but it can only learn elements upto your said rank
training works as in you have to approach a sensei(the orange names at the end of forum) or sempai's who if they can will teach you the reuquired element you want to learn.

Up to now, yes. When you become a Jounin you can learn B-Rank technique's, S-Class A-Rank etc.

Chunin -> up to D and C rank jutsu of the known element (s)

Special Jounin -> up to C and B rank jutsu of the known elements

Jounin -> up to B and A rank jutsu of the known elements

S-Class Ninja -> up to A and S rank jutsu of the known elements

Sannin -> up to S and Forbidden rank jutsu of the known elements

Kage -> no limitations in rank regarding jutsu of the known elements

Sage -> no limitations in rank regarding jutsu of the known elements
