In the rpg bios I see alot of people use existing characters When making a character do they have to already exist or can he be straight fictional. (I wont make him possess every ability or anything like a god)

Yes, you can make both cannon (existing) and custom(not from naruto) bios, however quite a few of the cannon characters tend to have restrictions on them, these can be found through this thread.

Custom bios don't have restrictions, aside from the abilities you provide them, which you won't be able to at this time, unless they come automatically with the cannon character you are making.
