So i want to prove that rogue ninjas is not necessary Bad or Evil.

Often villages was ruled by cruel Kages or Else.
(For example: Danzo, Tobirama and others.)
They made many cruel calls. And if you won't complete your mission you will be punished. So you have three choice.
1. Be hunted As rogue ninja.
2. Be punished. (maybe killed)
3. Complete your mission.

What ever you do, you will suffer. Unless you are cruel person.

Best example Kisame. He wasn't bad, he always completed his missions but one time they decide that they don't need him anymore. So they was trying to kill him.
I dont remember very well so i might be wrong

So question: You will do what you think is right or what is telling to you.

I want to say that system i bad. And it has to change.

And that sometimes: To be rogue ninja is best thing you can do :)

Even better example, Sir Utakata. jinchuuriki of the 6 tailed beast.

His master tried to take out the tailed beast, but the tailed beast instead killed master. Afterwards Utakata fled from the village and was labelled a rogue ninja.

Later on we see him being a sensei for the girl with forbidden jutsu on her back. He truly was a kind person,even when captured he let her know that he wasn't coming with her

i never got why they wanted to kill kisame he seem very loyal
