The Kages win this mid diff at best.

The Rogue Ninja win this easy. Water > Sand and Kisame is far superior to Mei, so therefore Kisame > Mei and Yondaime Kazekage. Ginkaku could possibly be a problem, but seeing as Orochimaru hunted for the legendary weapons all his life, I'm sure he has intel on Ginkaku's. He could then inform his allies of their usage and it would be no threat.
