But if said usergroup was nothing more then an identifier, and had no permissions (other than the 'leader' to add/remove identified rogues), would that work? I.e. There is no village/section for the users to participate in. All you get is a banner. Nothing more. You are technically on your own and there is no 'group.' You are assigned to the group for leaving/being kicked out of your village for a set period of time, and are at the mercy of being hunted by the villages and their members/usergroups. I Consider that a [user] without a village is more-or-so a wandering ninja in the NB, I'd say that this group is for rogues would be for trouble makers that do it with no reason (coordinated or not, unlike the akatsuki that collects bujiis etc). If it's solely cosmetic, then there isn't a real need to create an entire user group just for a banner. I understand the want for a banner, but it wouldn't work out for the NW, due to the near constant changes in membership. In that case, you are just making an unnecessary distinction. Rogues are missing ninja by default, and missing ninja are rogues by default. A rogue ninja is a ninja who has defected from his village, which in the manga, wasn't something that was allowed, hence the groups of hunter ninja who tracked rogues down.
