RockLee Dosent care the circumstances he must take to win the fight this includes going to his highest gate. Choji Is Pissed and willing to die Before losing this battle

Location: Wide Open Ocean
Restrictions: Cant go underwater Paper Bombs are the only usable weapons
Knowledge: They have no knowledge of one another

RockLee's strengths he is purely speed and close range but the speed he has makes up the close range disablity he also is a very skilled taijutsu user and has the 8th gates.

Choji's Strenghts Choji has the potential to enter butterfly mode where he is exceptionally fast i dont think as fast as 8th gates but exceptionally fast
he is also ridiculously strong and has the possibility to become a giant

I really cant say who will win but if i had to choose i would say Lee

hey lets not forget chojis new power up he has showed exceptional performance on the battle field he took down his sensei with his team mates help one of the kinkaku brothers remember they killed the second hokage and last but no least wrestled with gedo mazo that is pretty whacked but amazing, i would say thats kage level power, but rock lee is also strong not as strong as gai but yeah gates are not limited in this fight i say draw
