Taijutsu only for all of them so no Kyubi cloak or chakra usage allowed from Naruto and no Rinnegan or sword for Sasuke? Lee wouldn't need gates to not be blitzed if all their allowed to use is their body.

6th or 7th, though I think he might be able to keep up (speed wise) with his 5th gate, but he'll potentially lack firepower at 5th and maybe even 6th gate.

No weapons, just fists. Naruto could use cloaks forms to boast his speed and strength tho.

Naruto ends things twice as fast as Sasuke.

For Naruto Lee would need at least 6 or 7. (Assuming how Naruto feels)

For Sasuke Lee would need 4 or 5.
