Lee got tired of being whipped by Neji so he challenged a rookie genuis which he already believed was far weaker than him, to battle. Inorder to fuel and satisfy his own ego. He didn't fight Sasuke thinking it was an uphill battle against a potentially stronger opponent. Rather, he went in expecting to be alot stronger than the rookie. He wanted to taunt him, gloat, and show-off. To make Sasuke feel lesser.
Lee toyed with Sasuke to make him bring out the Sharingan to see through his moves inorder to utterly dominate Sasuke while he was in his peak condition. So he could gloat and belittle him for supposedly relying on talent and not working hard. Which he literally had no proof of. But he wanted to be smug to fuel his fragile ego. Neji gave Lee an inferiority complex, in return he wanted a superiority complex with Sasuke (Neji's replacement).
And it gets even worse. After pummeling Sasuke physically and verbally, Lee tries to use a forbidden technique to finish him. His Sensei had to step in at the last moment to stop him.
We saw Reverse Lotus used on Dosu in the Forest and Gaara in the Prelims. Lee tried to piledrive Sasuke into the floor potentially crippling him before a crucial exam. This is literally a guy he JUST MET! What did Sasuke do to Lee to deserve this? ABSOLUTELY NOTHING But Sasuke's existence as a talented genuis bothered Lee so much that he was going to injure him.
Lee wants to do this to Neji but he can't. He probably dreams about it every night. So he took advantage of the best thing he could - Sasuke. Hailing from the Legendary Uchiha clan of Konoha, whom, like the Hyuga, were considered to be the strongest of the village. A clan of genuises whom wield Dojutsu. Neji was too much for him so he picked on Sasuke.
Lee didn't need to beat Sasuke to prove his worth to Gai. He should know Gai well enough to know his Sensei is fully confident that his team could beat Kakashi's - his rival. Lee challenged Sasuke to smack him around to fuel his superiority complex. That's the only explanation for his harsh treatment.
Lee was personally being trained by the best Taijutsu user in history. And what does he do? Pick on a rookie less skilled in Taijutsu, & overall experience as a ninja, because he couldn't ever beat his teamate, who was skilled in Taijutsu, had the same experience as him, plus tutelage under the same Sensei.
If Lee believed Sasuke may be stronger than him, then fine. It would be cool to challenge him. Rather it was the opposite. Lee even admitted that he was basking in a sense of superiority.
Lee was a secret bully masquerading around with the, "hardwork beats talent" agenda inorder to pick on a rookie. And he's a hyprocite too. If you're so into this "hardwork beats talent" theme, then why would you challenge a rookie with alot less experience/training time than you given his age, to battle. Rather than allow him more time to hone his skills before fighting. Lee already had foreknowledge of Sasuke, who knew nothing of him. That's another big advantage.
He should have offered Sasuke a challenge, asking if he's willing to have a sparring session sometime after the exams. During the exams Sasuke would be keeping an eye out for Lee, paying close attention to his battles, while also progressively becoming stronger through all the trials in competition with all the other participants. After the competitive exam, assuming they never had to fight one another in the prelims and finals, Sasuke could fight Lee with a much better standing than he did before. Both mentally, physically, and socially - as by this point they could be friendly rivals. Like their Senseis.
But Lee wasn't going for fairness. He didn't want friendly competition. He wanted absolute dominance. Naruto - i don't give a f*ck about you. I'm only after Uchiha. What? You're charging at me anyway? Rather than chop you in the neck to knock you out quickly & painlessly, i'm going to slam you into the wall in a showy fashion. Then beat the shit out of your teamate before crippling him. Neji gave Lee a severe case of inferiority-complex. So now he's out to gain a superiority-complex with Sasuke (Neji's replacement). THAT is why he fought Sasuke.
On top of all of this, Lee's horny ass was even blowing kisses to Sakura. Yeah, blowing kisses to a girl you just met, that's totally not creepy. And she's definitely going to like you beating up her teammates five minutes after intoducing yourself. Lee was so bothered by Sasuke that he didn't give a damn about Naruto, who he treated like shit, even though he was in a similar situation as him (rival to a talented genuis).
Karma bit him in the ass. As Naruto and Sasuke eclipsed him soon after. Naruto beat Neji in the finals Lee failed to advanced to, and Sasuke, with Lee's own moves, as Lee watched, with the Sharingan Lee previously mocked, defeated the guy who crippled him. Naruto then went on to do the same.
