Sasuke probably wins. The gap between Rock Lee's and Gai's physical ability is extremely large. Which is to be expected. Gai is older and has trained far far more than Lee has. Kisame is fast enough to react to 6G Gai's kick let alone his actual movement speed. His only issue was that he wasn't fast enough to hit Gai before Gai hit him.

Sasuke would react better than Kisame did against Gai let alone against Lee. And his CS2 wings should be able to protect him from Asa Kujaku, which shouldn't be on Gai's level. Sasuke would win due to Chidori Nagashi, Chidori Katana that Lee cannot parry or block, Sasuke's ability to seamlessly react to him and Manda if needed.
