Stipulations

Neji has the Rinnegan implanted in him, but only has Almighty Push along with the Byakugan abilities.

Rock Lee can do KCM with the help of Naruto and has the same abilities as KCM Naruto and can heal himself thanks to the Kyubii and still has the ability of the 8 Gates

Please keep in mind this is a hypothetical battle as well.
