Neji still wins. Doesn't need byakugan to use all gentle fist jutsu, and we see that in part 2 their base speeds are more or less equal

Neji cause he can use Genjutsu and Ninjutsu while Rock Lee cant. Although he barely defeats him cause of the excellent taijutsu that Rock Lee has thus countering for the other two areas that he sux.
