Lee's speed was increased, unless you think he was always as fast as Rasenshuriken.

Besides that, I was not talking about the speed at which Ino could physically move, but the speed of the jutsu itself. Ino already proved she could control Obito without the aid of a cloak, and its speed wasn't highlighted back then. Therefore it's likely its speed increased when Ino had the cloak. Even if that isn't the case, my other points still stand. Ino can't track Lee's movements, which means he won't get caught.
