Hmmmm. Haku at the battle of waves wasn't goin all out. But Lee should still win considering that he also has speed equivalent to that of Haku using the mirrors but if he opens the gates Haku's fate is sealed LOL.

I think rock lee because when haku fought naruto he couldn't even hold down his aura in first state of nine tails state.so rock lee only needs to use only one gate.

While I am aware Haku's speed increased significantly when using the ice mirrors, so does Rock Lee's while in Gates.

Sasuke once he awoken Sharingan was starting to handle Haku easily, to the point where Haku needed to target Naruto in order to win. And Lee beat that Sasuke without taking off his weights or opening Gates. It is obvious that Lee wins, low diff or mid diff at best.
