To be fair, Gaara's father is pretty featless. This was the guy that use to use his gold dust to surprises Shukaku amd we don't know what other jutsu or skill he has with his gold dust. Neither was is a 100% Fourth Kazekage we saw either.

I am basing my arguements off based on what i see.

I don't see Kushina in top 15 just because she can restrain a full bijuu, something not many ninja can. Bijuus are more than likely to be different than human sized opponents.

Rock lee low diff. Gaara only survived lee because of auto defence and sand armor. Two things gaara's dad doesn't have.

Lee opens 5th gate and uses true hidden lotus. 4th won't even be able to see lee.

Yeah the tailed beast, a huge bulk of target with no speed or agility.
Shukaku's motto is absolute defense:

A defense is meant to take attacks, a ninja (most of the time) isn't. Also restraining a bijuu is different from doing it to a human.

It's like the difference between a regular human and fly. If you put regular human against boxer, the boxer would K.O him/her easily. If you put fly against boxer, the boxer would not be able to take down fly with same methods.

Don't forget 4th didn't really need any skill to do that considering he literally said he could restrain shukaku because of the density of the gold. That'd basically exactly like mizukage breaking gaara's sand with oil. Didn't take any skill, just an absolute weakness.

So the reason he can win is because he does not create fire, but he also has the power/speed of a punch?
That seems plausable but i still give match to Gaara until Lee get more feats and powerups.

I think Lee beats any version of Gaara including SRA (that fought Kimimaro), part 2 is different though.

Yeah, a punch that fast would normally inflict massive internal damage, several punches of that calibre should destroy Gaara, although I agree, we should wait for more Lee feats. Kishi's finally showing him some love after all this time in Shippuden.
