Pretty sure the OP would have specified if he was giving Obito Mokuton.

Regardless, he was wearing the Zetsu suit when he used that. His body was essentially running on 150% Hashirama cells (he was basically running on more Hashirama cells than Hashirama himself). Nothing indicates that Obito without the Zetsu suit can use that level of Mokuton, and this notion is fully facilitated by the fact that the only Mokuton we saw Obito use was a small branch to restrain Naruto, which pales in comparison to the technique he used against the ANBU that day.

Nothing indicates that Obito without the Zetsu suit can use that level of Mokuton,

fallacy. obito was enraged so that could easily contribute to how we never saw it again. in a fight you should assume both are operating at full capacity. zetsu did nothing. he was the one so suprised that obito used it to that level. indicating he wasnt helping

Zetsu didn't have to be actively helping for him to effect the power of Obito's Mokuton. The entire purpose of Obito wearing Zetsu was because his current body was inadequate, clearly indicating Zetsu was at least passively affecting him. We've seen the effect Zetsu can have on people - Tobirama broke out of Edo Tensei only for Orochimaru to recapture him by using the Zetsu cells he had. Given he was wearing Zetsu as a mobile armor, his Mokuton had to sprout through the suit, and thus was probably amplified by being in contact with Zetsu.

And even if your hypothesis is true, why would Obito be "enraged" enough to use Mokuton against Rock Lee in this match up when he failed to use it in the battle which would determine whether or not he can revive Rin, not to mention for the fate of the entire planet?

because when you state a character, you assume they are at their maximum level of power and they are doing everything in their power to win.
thus both would logically be bloodlusted/enraged

As I've already stated, I'm of the opinion Obito is incapable of upper tier Mokuton without wearing Zetsu. It's far fetched to imply he wasn't doing everything in his power to win in the current war when the plan he has been setting in motion for the past decade and a half is on the line, as well as seeing Rin again. The memory of Rin allowed him to overpower Madara's control and tame the Juubi - I see no reason why using stronger Mokuton wouldn't be possible if he were actually capable of it to begin with.
