Rob might have haki now and has gotten stronger now, however you are forgetting that crocodile not only has a superior and more powerful devil fruit (which is also considered to be the top 5) but also posses Haki. Crocodile also has much more experience and seems to be smarter (he was able to hide in the shadows and manipulate a whole country into a civil war while also keeping the navy and world government of his tail)
