Exactly, I mean Rinnegan can't see many things like chakra, through walls, where the opponent's next move will land, other crap. All it seems to be able to do is transmit chakra signals to move and see through other bodies. Oh... and also barriers for some odd reason.

He's saying is that dojutsu's (eye tech) are just the same as ninja tools and what really matters is the level of the shinobi using them. Just like saskue told Itachi "Sharingan is just another tool that some ninja can use. A tool is only as powerful as the shinobi who uses it". In the same scene Zetesu also says. "An expert with a stone can still beat a novice with a shuriken all he needs is more skill and more power"
