Rinnengan, Rinnegan/Sharingan are weird blood lines

Kaguya had Rinne Sharingan yet one of his kids got Rinne Sharingan. Hagoromo has Rinnengan yet one of his kids got Rinnengan. Sasuke his got EMS and Rinnengan with Tomoes yet none of his kid has EMS or Rinnengan.

I mean what stopping Rinnengan to be passed down? Seeing that Sasuke has EMS, why is it that Sarada has to go through the whole evolution of 1 Tomoe, 2 Tomoe, 3 Tomoe, MS and EMS?

Hagoromo was born with the Rinnengan, while Hamura was born with the Byakugan which then evolves into Tenseiga. Neither of those two needed to get anyone else eyes to achieve their full potential.

That was the movie garbage. Hamura could do it at will, but other members of Ōtsutsuki (who lost their eyes sealing them in the Energy Vessel) such as Toneri would need to steal the Byakugan.

Naw bro, Hogger had Rinnegan from the start, he did not awaken it through Sharingan evolution. He was essentially the initial user of it, as no one before him had a non-tomoe Rinnegan.

The devolution theory is most likely correct. Kaguya's Shar-Rinnegan devolved into a normal Rinnegan when passed to Hogger, no Sharingan evolution required. The Rinnegan devolved into a Sharingan, which required evolving in order to attain MS, EMS and Rinnegan thereafter. The idea that Hogger and Hamura are half-breeds supports this; the more human DNA that was mixed with Kaguya's DNA, the more watered-down the doujutsus became. With the exception of the relatively un-exceptional Byakugan.

A MS or EMS user like Sasuke cannot pass those doujutsu on, only normal Sharingan. A sharigan user must awaken the different levels themselves, offspring of Sharingan users have to go through the same process themselves.

Hamura probably had a mutation of some kind that upgraded his byakugan. Same how hagoromo has rinnegan while kaguya doesn't.
