Hello guys I would like to talk about The Rinnegan.
We know that everything in the world is created basing on Yin and Yang elements or both of them combined together.
Of course My point is NOT : Nagato > Madara or Nagato > Hashirama, But this is possible that Master of the Rinnegan to nullify Perfect Sussano or Shin Susenjuu.

Concept of Ying and yang along with Connection Perfect Sussano and Shin Susenjuu to them:
Now what the Ying and Yang basically are:
^^ Yin element is based on administering Imagination and the spiritual energy it can create any shape of form from nothingness.
^^Yang element is based on administering vitality and the physcial energy it can breathe life into that form.
What truly is Perfect Sussano ?
^^ Perfect Sussano is basically massive construct of chakra with great thickness made from multi layers of chakra based on Yin element. It fits perfectly describe of Yin element as Uchiha has to imagine and give shape to his Sussano(which form from nothingness) being visible thanks to spiritual energy.
What truly is Shin Susenjuu ?
^^ Shin Susenjuu is basically unanimated massive statue made of wood element base on Yang element. It fits perfectly describe of Yang element as Senjuu has to put his physcial energy into unanimated statue to breath life into it and make it able to move.

Now, what abilities the Rinnegan grants to it's user ?
^^ As Jirayia said The Rinnegan user(in this example Nagato) can master the use of all six types of chakra. The first five we know as: wind release, fire release, lightining release, earth release and water release with sixth and last type of chakra is Ying Yang release and proved by Madara, here:
^^ Madara says that he will teach Obito In'Youton Jutsu which literally is translated to Ying Yang release techniques.
Considering also this scan:
It trully makes sense that The Rinnegan allow it's wiedler to use any technique... with mastery over six types of chakra it is very much possible.

First part of sentence could be reffered to using Ying Yang release to create aka Creation of All things, while last part of sentence could be reffered to using Ying Yang release to destroy aka Destruction of all things as Obito is using Onmyoudon.

My Own thoughts about The Rinnegan, Ten tails and Yin-Yang release
I believe that Every Rinnengan users have potential to use Ying Yang release to create: Creation of All things or to destroy: Onmyoudon...., however it make take huge risk and requires a lot of chakra that why only as ten tails host Obito begin to spam this black fluid. Another proof is that Ten tails wasn't shown able to use such black matter fluid or other things. Same could be said about Obito's Flying ability being simple deva path ability enhanced with Ten tails chakra.
Maybe only as Ten tails host you can use Ying-Yang release at the same time while just having Rinnengan allows you only to use either Ying or yang release at one time.

SUMMARY :
- Everything in Naruto world is based on Ying and yang concept. Either something is Ying, Yang or both.
- Perfect Sussano is pinacle of Yin element while Shin Susenjuu is pinacle of Yang element
- Rinnegan grants it's wielder ability to master use of six types of chakra: Wind release, fire release, earth release, water release, lightining release and Ying-Yang release.
- Ying- Yang release allows to create: Creation of all things or to destroy: Onmyoudon
- Mastery over Ying-yang release is perfect counter of the Rinnegan to Perfect Sussano and Shin Susenjuu
- The Rinnegan is truelly the most powerfull occular power being able to nulify Perfect Sussano and even Shin Susenjuu.
- Ten tails only enhance the Rinnegan powers/abilites as it derived from Ten tails. Thanks to becoming Ten tails host Obito got enhanced use of Yin -Yang release and also enhanced Deva path ability.
