Black zetsu confirmed once again that hagoromos chakra= rinnegan. So people like Hamura, hashirama and Naruto can unlock this power. Technically, anyone can unlock the rinnegan all you need is hagoromos six paths chakra or Indra + ashura chakra.

5. Hamura has the genes for Byakugan not Rinnegan

Um okay but wasn't it shown that Hagoromo first had to experience deep pain to unlock Sharingan and then even greater pain to unlock Rinnegan? I think it's actually Hagoromo's chakra + Sharingan = Rinnegan
