How many times do I have to explain why that makes no sense? Uchiha eyes have NO detail. Solid black. If there is detail in their eyes, they are using Dojutsu. I literally circled each part and labeled it. If you can't see the obvious Sharingan there than there's no point in me even bothering.

It was never stated that it couldnt be deactivated.

Nagato never did because he was constantly usig his puppet jutsu on the 6 paths of pain.

Obito and Madara never did because they were in battle the entire time.

And Edo Madara did yes against the Raikage, so thats the only indication that it can be deactivated ( regardless if it was " real " it still contained it full power )

So I would say Sasuke can deactivate it. And his hair covering his eye is just cosmetic for his character design

so why didn't hagoromo switch it off?? he wasn't battling? I don't think you need the rinnegan to tell stories!!
