Tsukuyomi one shots. Rinnegan was confirmed to not be resistant to Genjutsu outside of IT or possibly Rinnegan Genjutsu
KA is super deadly, and the opponent cannot even tell when they are being manupilated.
Kamui has no weakness, especially since this NPC person has both Kamui eyes, he can operate twice as fast.

I'll use Living Madara as a base since he mastered both eyes. With that being said, Rinnegan can only win if Chibaku Tensei can counter PS. If not, it's GG Rinnegan.
