When madara and the sage awakened the rinnegan they had it in both eyes with no tomoe . And when sasuke awakened the rinnegan he has 6 tomoe because its 2 rinnegans in one eye. Now when madara had his 2 rinnegans he said on the tablet that whoever has the power of the rinnegan should draw near the moon you would awaken the rinnesharingan. And that eye has 9 tomoe . So this means that 1 rinnesharingan= 3 rinnegan combined ....THE ULTIMATE DOJUTSU

Sasuke#s had tomoe because it blended with his EMS power.

The Rinne Sharingan is the Sharingan and Kekkei Moura Rinnegan (Hagoromo's) blended into one eye.

RinneSharingan is a combination of the Sharingan's powers and the Rinnegan's powers in a single eye. Sasuke's Tomoe Rinnegan works rather similarly except Kaguya's usage of her techniques are done at a higher level.

For example, Sasuke can create portals to warp to Kaguya's dimensions, but Kaguya has demonstrated a higher level of mastery by actually shifting the dimension around others into her dimension which is something Sasuke has not shown, not to mention that Sasuke can't even create his own dimension the way Kaguya can.

It's that read juubi/kaguya eye that is physically reflecting off the moon, but the power is comes from the caster's ocular power.
Without that eye of the god tree or forehead, you'll get nothing.

Sasuke has tomoe Rinnegan because he has more Yin than the Sage, his eye is a Rinnegan that didn't fully evolve into the RinneSharingan because he lacks the Shinju's power

Madara = Indra + Ashura + Shinju

Sasuke = Indra + Hagoromo
