Rinnegan theory

There have been people who have had senju dna and sharing an (Danzo and Obito) who did not get the Rinnegan. What if there can only be one set of Rinnegan eyes in the world at one time (this would be due to the fact that whoever has the Rinnegan has control of the Gedo statue). What will Naruto or sasukes power up be if this is the case?

nobody else has had EMS and Hashirama dna other than madara. So maybe that has something to do with it.
