Its a translation error (of sorts). If you go to the *********** version the title actually reads "the third force"

Therefore the chapter was actually refering to the new force in the war (Taka). So we now have;

- the shinobi alliance
- Akatsuki
- Taka (hawk), who can appartently take control of this war now
