It's still counted as BFR in the VS because he leaves the stipulated location comppetely. If Gai uses 8G Kakashi kamui's to another dimension and wins? Nope. He can't leave the location and then come back. And Kaguya came back the next second every time. She wasn't leaving to hide, but as a part of her fighting tactics.
The bolded part of yours is a condradiction in itself so i have to reply both of its statements separately.

If that woud be the case then Obito slipping through objects with full of his body would mean an automatic defeat for him with regards to your first statement plus it also contradicts to the definition of BFR. Since its obviously wrong it follows that your second statement must be true to some extent.
"And Kaguya came back the next second every time." The definition of BFR states a reasonable amount of time. For Kaguya it was reasonable to go back in seconds because she had no reason to stay there any more. But it's reasonabe for Kakashi to wait till Naruto is weakened because he is the main danger for him.
"She wasn't leaving to hide, but as a part of her fighting tactics." Running away to his dimension is also a part of Kakashi's fightning tacticts as he was ready to run away along with his team from Kaguya's giant TSB before realizing he couldn't come back.
Kaguya's case which you view as a non BFR action and my tactic for Kakashi are one and the same and non of them fall under the definition of BFR.
