Obito's right side at that time was just a formless mass of the Juubi and the other half of his face was still visible, so unless the brain somehow spanned out throughout all that mass, which sounds kinda ridiculous, then it wasn't damaged. If he took that blast and got his side erased when he was in his human JJ form and survived it, then it could be argued that brain damage is not effective on a JJ.

Though I'm not sure whether or not Obito's Juubi Jin body was still made out of that stuff after gaining control. Though his head wasn't struck after that, Naruto made a hole in his back and it looked like he still had that stuff inside of him.

Rinnegan Sasuke's in a tier where stacking more opposition against him really doesn't matter. The only time he'll lose is if he's up against Kaguya, Hagoromo, Hamura, Madara, or Naruto. (Whether it be individually or a team, one of them need to be there for him to lose)
