Rinnegan Question

I keep seeing people say that an Uchiha needs EMS to get a rinnegan. However, I haven't seen that definitively said in the manga. It just seems to be a generally accepted theory on NB. I guess my question is - why does everyone say/accept that? And if it is in the manga can someone please tell me where?

It said rinnegan is an upgrade, so naturally, you would need the greatest sharingan level to be able to upgrade it to a rinnegan....
