rinnegan question

so madara has shown us that the rinnegan can be deactivated like he had done
this i think this is the only proof we need to assume that madara well indeed give his rinnegan to nagato since nagato's rinnegan has always been activated u can say this the same thing when we see a non uchiha with a sharingan and his sharingan is always activated

madara is capable of activating and deactivating his rinnegan which means he achieved it through different means
