Rinnegan. Rinnegan has unlimited potential where it is only held back the user. What you get at the beginning of the Rinnegan is the final product and it's up to you to create w/e jutsu's you want to suit your fighting style. The road to obtaining EMS sharingan is just too complicated and dependent on other outside factors.

rinnegan is stronger though the EMS is almost as strong as the rinnengan...

Rinnegan becuz if madara would use sharingan to one of nagatos bodies other one could come and kick his ass - multiple mangekyo sharingan genjutsu isn't possible (with regular. moon eye's plan could work)
