But as you see in this scan he is using his Complete Susanoo in conjunction with Rinnegan.

Madara used perfect Susanoo against Hashirama. He achieved Rinnegan after Hashiramas death, so its obvious that perfect Susanoo is EMS technique.

Not possible, since Madara was using perfect Susanoo against Hashirama, way before he get the Rinnegan.
