So, these chakra chains seem to do the same thing and look the same.

Kushina is using these powers, without a Rinnegan.

Do you believe they are the same?
How come Kushina can use them without Rinnegan?

Maybe it is a power that she obtained, from becoming a jinchuriki?
Maybe she is a descendant of a third child of the sage (had more than 2 sons)?
Maybe her Lifeforce allows it?
Tbh, i dont really know the answer for sure.

In what way are they different?
They are both chains, made from chakra, that look the same.
They both bind.
They are very very similar if they are different.

Here are my thoughts on this:
Kushina's are for good
Madara's are for evil

Uzumaki is senju blood, and very well suited to overpower monsters, kushina was born with this power and gift to suppress bijuus, all thanks to her Uzumaki (sage) heritage.
Madara's chains are through the "Gedo" the "Devil's chains" to bind chakra. Through the "gedo, outer path" of evil juubi shell, those powers could be obtained (my thoughts)

Could be a Uzumaki thing that is watered down from the So6P. Same as sharingan from Rinnegan and senju strong chakra from the sages chakra.
