As you can see in this panel Sasuke is using Amaterasu from the rinnegan not his Mangekyou ,

So does this mean that Rinnegan can do Amaterasu? Its one of it's jutsus??

Since a rinnegan is evolved from a sharingan I don't know if you can theoretically devolve one of the eyes to manageko sharingan to use the abilities.

if you didnt notice, sasukes rinnegan is tomoed meaning he has access to his sharingan powers through it, Genjutsu and amaterasu as he showed.

Here's a better scan of Sasuke using amateratsu with his rinnengan. Even Zetsu states it. In this scan his eye is bleeding as well from the stress. <3
