Rinnegan allows the user to fly?

Remember when Pain flew above Konoha and destroyed it? If Pain can fly then why hasn't Tobi or Madara flew yet? I'm sure flying is very helpful

It's pretty much gravity control, not actual flying. I don't think Tobi and Madara have enough experience with the rinnegan to know how to use it.

Because the Rinnegan, though it looks like a freaking hypnosis-looking eye, gives you the abilitys, completely not expected from its appearence. With it, you can control gravity, absorbs someone's soul, take their chakra, make magical armor appear, summon animals, bring people back to life, use all the elements, Fly around, enables the kamehameha, makes you turn super saiyan, and you can perform the spirit bomb. It's the ability to push and pull things away from him.... He's just pushing himself off the ground. I think the higher up he went the less control he'd have.
