I get what u mean what I'm saying is that kishi is always gonna keep these 2 on the same level cuz of his rivalry sh!t throughout the series these two have been gaining power ups at around the same times first time sasuke got sharingan naruto used kurama chakra then sasuke got curse mark to draw on oros power then jiraiya undid the seal oro did on naruto so he'll be able to draw on kuramas power then sasuke got chidori and naruto got rasengan then sasuke got curse mark v2 and naruto got more power from kurama during their battle then sasuke got level 3 sharingan then naruto got v1 nine tails cloak then sasuke got full curse mark then naruto got rasengan variant giant rasengan then sasuke got chidori variant chidori stream then naruto got rasenshuriken and sasuke used Kirin then they got sage mode and MS then tailed beast mode chakra mode and EMS then he'll they even died around the same time then came back to life at the same time the sasuke got rinnegan and the potential to learn all techniques then naruto got tailed beast chakra which granted him the truth seeking balls which would grant him the potential to learn all techniques.

Man it is scary to think how powerful a sasuke with yrs to train and used his rinn can be now. I am sure sasuke is so far above any ninja besides naruto of course that he could truly rule the world with ease. I think kish made it clear no one can stop him but naruto. we now jump ahead a few years and that statement is still true but more so at this point.
