RH is not ST. It is not spherical. It divides the blast from the focal point and directs focused beams of gravity to its targets and its targets only. That is why Gaara is still there, it's because he never got hit by it. He probably felt some of some of the wind from the impact, but not the impact itself.

It's called power progression. Why was Majin Buu>Frieza? It's because characters get stronger. Obviously RH is greater than whatever Nagato could have done by the principle of power progression.

You do have a point. Obito as the Juubi Jin could have wiped out countries and continents. However, those are not one shot Jutsu since it takes time for a TBB or antimatter fluid to reach it's target.

But RH on the other hand is undodgeable, making it a shot shot tech.

It is the most powerful of all one shot techs.

But yes, in terms of utility, I would say that Obito's TBB and barrier combo was greater. But let's be fair, Madara only has one eye, and he has been holding back.
