She probably was the jinchuriki after Yagura. The hidden mist village was known as the "bloody mist" during his reign which means that he was mizukage at the time. If it was taken out of him, he would have died. Obito hadn't turned evil at this point, so he hadn't controlled Yagura yet. This only leaves the option that Yagura reachieved the 3 tails from Rin and THEN became the jinchuriki for added power. This would also explain why Obito specifically chose to manipulate Yagura like a puppet. He did it as revenge.
