except both Hagoromo and Madara clearly states Kaguya was stronger than him. If Hagoromo didn't make any distinctions between the difference in their lvls in regards to when he was JJ, then it is to be taken that she was stronger than him with or w/o it.

yeah, about that. Both Hagoromo and Madara clearly states consuming the fruit made her omnipotent to the point where she ended the war and made others live in fear of her. It didn't just give her an extra eye for show, it automatically gave her the powers of a god.
